‘Homes are the building blocks of our communities.  They affect our health, our wealth and our opportunities for happiness.  Everyone should have access to a decent home at a price they can afford, in a place where they want to live and work’.

Housing department provides the following services:

• Investigating cases of homelessness and subsequently providing housing for those households in priority groups who find themselves homeless through no fault of their own.
• Managing two hostels and homeshares.
• Managing Disabled Facility Grants.
• Dealing with all private sector housing complaints under the Housing Health and Safety Ratings System regarding rented properties. 
• Issuing of mandatory licenses for Houses in Multiple Occupation.
• Providing an inspection service, in respect of housing conditions, for people wishing to immigrate to the UK.
• Running the Council's Landlord and Property Accreditation Scheme. 
• Managing Improving Cumbria's Energy (ICE) under the Energy Conservation legislation.  
• Overseeing the contract between Carlisle City Council and Riverside Carlisle relating to the council's transfer of housing stock in 2002. 
• Managing the City Council's Low Cost Housing Scheme.
• Developing Homelessness Strategy and Housing Action Plan. Download Supplementary Statistics and Information report dated March 2010.
