Housing

This service is responsible for:

  • Managing two hostels and homeshares for the homeless.
  • Investigating cases of homelessness and subsequently providing housing for those households in priority groups who find themselves homeless through no fault of their own.
  • Developing a Housing Strategy. (For a copy of the Housing Strategy click here.)  For a revised Housing Strategy Action Plan from 2007 click here.
  • Overseeing the contract between Carlisle City Council and Carlisle Housing Association, in respect of former City Council-owned properties.
  • Dealing with all private sector housing complaints under the Housing Health and Safety Ratings System regarding rented properties. Issuing of mandatory and additional licences for Houses in Multiple Occupation.
  • Managing the City Council's Low Cost Housing Scheme.
  • Managing Disabled Facility Grants.
  • The City Council's obligations under the Energy Conservation legislation through the Cumbria Energy Efficiency Advice Centre.
